Cant Get out of safe mode server 2003

One of our servers in down and I need it up in a hurry. Hopefully this is an easy question.
I rebooted the server to go into safemode but when I got there I found that is was rejecting my user name and password. I am sure they are being typed in corectly. I have had this happen before but I usualy just log in with the PC's local administrator account and it works fine. My account by the way is a Domain administrator. But this time that is not working. so I figured i would just reboot into normal mode set up a local administrator account thr reboot into safe mode again. My problem is that I cant reboot into regular mode because i did not log in to safemode by hitting F8 I did it by checking the /safeboot option in msconfig.
So it allways boots to safemode now and i cant get out of it nor can i log in under safe mode. I know this is in the boot.ini but how can i edit the boot.ini now thanks fo rthe help by the way this is server 2003

Can you connect/edit it remotely?

Start->Run->Notepad \\Server\c$\boot.ini <Enter>

It may be read-only, so if that works, remember to navigate to the file system and remove the read-only attribute (Start->Run-> \\Server\c$)

I have a boot disk with ntfs dos on it but when i try to load it it says that a ram disk could not be created (probably because you have more than 2gb of ram) and it wont load

Boot from the recovery console and use the command "bootcfg /rebuild".  This will re-create the boot.ini file.

If this is not a domain controller you will need to boot from the cd into the recovery console and use the local amin password and then follow shift-3's advice. You cant use the domain admin account as in safe mode you can't connect to the DC.

http://home.eunet.no/pnordahl/ntpasswd/ is a method for wiping the password on the local admin account.
Is this a domain controller?

the password reset disk would not work it keept giving me a fatal error about some driver.
I downloaded NTFS4DOS and created a boot floppy then added a boot.ini file to it with the right settings. then i booted to the floppy and did a "copy a:\boot.ini c:\boot.ini" overwrote the old boot.ini and I was in buissness. Ill once had a bart pe disk that would have made this much easier ill have to make another one. thanks for trying to help guys.
