troubleshooting Question

I want to use GPO (group policies) to force passwords to be more complexed. in my windows 2003 domain....I've made a new test container and made a policy. I went into computer configuration/windows settings/security settings/account policies/password policies, I enabled abunch of policies in there.......after that i went to my test machine that has a user account in my test OU and tested it......first i did  a gpupdate/force and then rebooted.......I went into active directory to force the account to change the password........well the policy didn't work.....what am i doing wrong?........I'm always having problems with computer configuration policies
