vBulletin Forums Problem
Hello all
i have faced a big problem with the vbulltin Forums .. that when i try to band or stop some users this message appear for me :-
You don't have permission to access /vb/admincp/user.php on this server.
Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

I Deleted all .htaccess files so i was thinking the problem from it ..
but the problem still appear ..
how i can solve the problem
