Windows 2003 SYSVOL Folder missing Shares

We have a windows 2003 domain, 4 site locations, each location has 1 DC all GC's. I've got a new 2003 server that I made into a DC and GC. I noticed today that the Sysvol folder was not being shared. I have the folder structure there C:\Windows\SYSVOL and it includes the following sub-folders, domain - staging - staging areas - sysvol (domain name) but no files. The  Scripts and NETLOGON is not present either. Basically I missing everything.
I thought the first to do since the share was not present on the sysvol was to create it and then re-boot.
I did but the share was cleared and I'm right back to where I started.
What can I do to get the replication to take place? I checked the DNS setting and they look right but I'm at a loss.

Sorry for the delay -  I tried this but it did not work either. I'm now moving to dcpromo and retry hoping I'd made a mistake somewhere along the way.

This part of problem is fixed by dcpromo and then but I still learned something. Thanks for the help...
We tried Dcpromo twice and no good.
We had no sysvol share etc so the new DC would not work as a new DC.
dcdiag showed

    Unable to connect to the NETLOGON share! (\\SERVER1\netlogon)
         [SERVER1] An net use or LsaPolicy operation failed with error 1203, No network provider accepted the given network path..
         ......................... SERVER1 failed test NetLogons
