Windows 2003 SYSVOL Folder missing Shares

We have a windows 2003 domain, 4 site locations, each location has 1 DC all GC's. I've got a new 2003 server that I made into a DC and GC. I noticed today that the Sysvol folder was not being shared. I have the folder structure there C:\Windows\SYSVOL and it includes the following sub-folders, domain - staging - staging areas - sysvol (domain name) but no files. The  Scripts and NETLOGON is not present either. Basically I missing everything.
I thought the first to do since the share was not present on the sysvol was to create it and then re-boot.
I did but the share was cleared and I'm right back to where I started.
What can I do to get the replication to take place? I checked the DNS setting and they look right but I'm at a loss.
