Error 1918 ODBC Foxpro VFP Driver ODBC error 13

Im trying to install a piece of software but when it gets to installing ODBC drivers i get the following:-

Error 1918: Error installing ODBC Driver Microsoft FoxPro VFP Driver (*.dbf), ODBC error 13: could not load the setup or translator library. Verify that the file Microsoft FoxPro VFP Driver (*.dbf) exists and that you can access it.

Im a local admin so its not permissions

ive tried using regsvr32 /u vfpodbc.dll - but i get the folllowing

RegSvr32

Loadlibrary("vfpodbc.dll") failed - A dynamic link library (DLL) initalization routine failed.

rebooting the system and replacing the dll with one from a pc i know works did nothing either.

ive seen this before but i cant remember how i fixed it!

I don't know if this reference helps or not (I no longer am using the ODBC driver, but rather the OLE DB Provider for VFP when I need connectivity):

Vfp6int.exe Visual FoxPro 6.0 ODBC driver FoxPro.int resource file

I'm glad you got to a success.  Sometimes these connectivity issues can be real bears.
