What's the best Forum / Bug Report / Help Desk software package?
We are looking to build a robust support section for an online tool which will include a forum, bug reporting, FAQ's and various forms of support. One of the features we are very insistent on is the ability to closely manage the activity or lach thereof in the forums and bug reports. To be notified by email when a post is responded to is standard. But we want to be able to send alerts when questions go UNanswered for a given amount of time.
What would the experts recommend as an easy to use and cost-effective package to set up such a site?
(Note: we are willing to do minimal coding to augment an open-source package.)

We are aiming ideally for a Java-based solution. That said, JForum is certainly an adequate replacement for phpBB.
However, we are looking for a solution which combines the functionality of a Forum and that of a Bug Tracker into one, single-signon, easily managed package.
