How can clients restrict Internet access for their teenager?

My client is having problems with how his 14 year old daughter uses their computer.  She is IMing all the time.  Can he stop this for a certain time without having to uninstall the program she uses?  They also have problems with her access to myspace and other Internet sites.  Can you offer any suggestions how to limit access to these sites while still allowing her to use the computer for schoolwork and other legitimate reasons - technological solutions and even forums where they could go to discuss this with other parents.
