SBS 2003 premium - all folders marked read only

Running SBS 2003 server Premium fully patched.    Office 2000 is installed on this server.  Outlook is NOT installed.

All folders on this server are marked as read only.  This is true for all drives C and E.

If I create a new folder it is marked read only.  If I create a plain old text file in this new folder and enter some words and save it, it is NOT marked read only.

The reason I ask is the Access adp files are marked read only.  Now they will not open correctly.

I looked at the Event viewer.  If the drives were truly read only i should see millions of disk errors.  No disk errors appear.  No messages suggesting there is a problem with read only.

I rebooted the server and the folders are still marked read only but the contents of the folders seem to be not read only.  I didn't check every folder.  Weird - weird.

How can an entire drive be marked read only?  
Something weird is going on.  Suggestions ?

Can you look on the security tab for harddisc to see what permision are there. Because this permission will propagate to all folders. The system object must have full control, administrators also...

Dan blaqut:  Yes, administrators and domain administrators all have full access rights to both C and E drives.
