What can RAP programs do and how do I know which are safe and which are real spyware?

I am running TrendMicro Internet Security 2007 and it identifies Quicktimes' qttask.exe (7.1.4) as a "RAP_Generic" as high risk spyware "allow users to access and manipulate remote systems".  I am assumming it is safe, but does RAP mean the machine (mine here) can access/manipulate other systems, or that they can access/manipulate mine (which scares me).  They don't provide a list of safe or unsafe, or real guidance as to how to decide.  Advice anyone?
