Creating a mysql database and tables

Normally where would you set phpMyAdmin to create databases and tables?  I am completely new to phpMyAdmin and want to make sure I don't start off wrong and have to redo everything.  Thanks!

So, for instance, if I have the following, what would I do to make it go to that?

$cfg['UploadDir'] = 'http://localhost/';
$cfg['SaveDir'] = 'http://localhost/';

$cfg['UploadDir']  and $cfg['SaveDir'] as just the directories where sql files and sql dumps will be stored ... its not where the databases are created.

So you are saying, if I'm following you correctly, that I would make both $cfg['UploadDir']  and $cfg['SaveDir'] to point to \mysql\data?

no \mysql\data is where the actual databases are created and its outsite the document root.

just make a folder mysql/upload for $cfg['UploadDir'] and mysql/download for $cfg['SaveDir']

One other thing, what does Collation mean?  I see everything except for english.

if you are using only english set it to latin_bin or latin_general_ci for case insensitive
