A 2811 of better should do the job, along with a (PVDM2-36DM) Cisco 36-Port Digital Modem Module, .SHDSL WIC (WIC-1SHDSL-V3), and (VWIC-1MFT-E1) E1 line card. As for the fiber optic module, you will need to be more specific as there are several types like ATM, 1000M Ethernet, DAS, SAS, etc.

PVDM2-36DM:  Cisco 36-Port Digital Modem Module
These digital modem modules must operate in conjunction with a T1/E1 Primary Rate
Interface (PRI).
Some Key Features :
Support for speeds up to 56 kbps (V.90 and V.92)
Support for PRI channelized T1 (CT1), and R2 signaling
V.110 support
Digital modem time-division multiplexing (TDM) connectivity

The Cisco 2800 and 3800 Series routers installed with the Cisco Digital Modem PVDMs offer dial
access solutions with outstanding flexibility, scalability, manageability, and performance. The Cisco
Digital Modem PVDMs are designed to be used in conjunction with the single or dual ISDN PRI
network module
NM-1CE1T1-PRI (1-Port Channelized E1/T1/ISDN-PRI Network Module) and
NM-2CE1T1-PRI (2-Port Channelized E1/T1/ISDN-PRI Network Module).

Does VWIC-1MFT-E1 match with PVDM2-36DM ?

The (VWIC-1MFT-E1) can do PRI, but I found this caveat on one of the documentation pages.

The multiflex trunk, with or without a high-density voice network module, cannot terminate a modem connection on the router.

I usually use this card for VOIP, and works for VOIP modules usually works for modems too, since they both need a data path to the DSP’s. Maybe in this instance it isn’t the case, but I still have to wonder if it would work since that page you linked to stated you needed a “Channelized E1/T1/ISDN-PRI Network Module”, and that happens to describe something the (VWIC-1MFT-E1) can do.

In this case go the safe route with what Cisco recommends, and one day if I end up putting together are router using the PVDM module, and I have a (VWIC-1MFT-E1) handy I will give it a try to see if it indeed does not work.

PSTN Can Give E1 Line with 30 connectios.
You Consider we want to use:
PVDM2-24DM: 24 Port Digital Modem Module
Can We Connect  Our 24 digital modems to  only  24 dial-up connections of  E1 line ?
