Custom Toolbars using Group Policy

Can anyone tell me if i can set up custom toolbars using group policy in windows xp server 2003 environment.  I have found settings to stop people changing the toolbars but cant seem to see any that allow me to set one up.

Ahh ok .. is there a way of rolling one out remotely at all ? or do i have to go round each pc and set one up?

you could probably create a custom package and roll it out

ahhh ok .. so this kind fo thing works for anything not just software install.  

Take a snapshot before - then create the custom toolbar - snapshot after ... create msi bobs yer uncle fannys yer aunt ... am i on the right line there ?
