I want to use a microsoft MCE ZV1 keyboard on a vista system. with an IR receiver that came with kworld hdtv tuner

The manual says install updazte rollup 1 or newer ( there is an update rollup 2)
October 2006 Update Rollup for Windows XP Media Center Edition 2005 (KB925766)
Update Rollup 2 for Windows XP Media Center Edition 2005 (KB900325)
Update Rollup 1 for Windows XP Media Center Edition 2005 with HDTV Support (KB873369)
all give the error
"not enough storage is available to process thsi command"
October 2006 Update Rollup for Windows XP Media Center Edition 2005 (KB925766)
setup cannot continue because one or more pre-requisits required to install Update Rollup 1  failed. for more details check the log file C:\Windows\MC05Upd1.log

log shows:

I assume this means that vista is not mce.
so is it possible to use this ir receiver with this keyboard
the ir receiver is plugged into the kworld tuner

You tried to update Vista with XP MCE updates? ? ?   That ain't gonna work.

Vista is not MCE . . although the Vista Home Ultimate has MCE, but it is a whole different critter than XP MCE

You need to look for a Vista driver for the keyboard
