Exchange Database size has exceeded the size limit of 18 GB - Help!

I am running Exchange 2003, Standard Edition.  Just recently, our mail server has been going down and when my users try to open Outlook they receive the following error "Cannot start MS Office Outlook.  Unable to open the Outlook Window. The set of folders could not be opened."  Upon restarting the server, everything works fine for a day or two.  

I started doing some digging in the Application Event Logs and found this, "The logical size of this database (the logical size equals the physical size of the .edb file and the .stm file minus the logical free space in each) is 18 GB. This database size has exceeded the size limit of 18 GB.

If the logical size of this database is not reduced to less than the maximum size limit, this database will be dismounted the next time a database size check is performed."

How can I correct this problem?  I only have about 35 users.  Should I begin by having users delete old email messages?

You may install Exchange 2003 Service pack 2 and increase the DB size to 75GB.
