Check the following web site:

http://www.altiris.com/upload/deployment_002.pdf

First thing to do is putting your OS on the servers. Read the second link if you don't know how to install Altiris.

Big Question is how to boot with AUTOMATION.  I have successfully created a Remote Boot Floppy and will be booting from the DELL Drac card...so OK..PXE not an option since VLAN separating does not allow DHCP broadcasts.

But my hang up is this:  how to assign and find the NEW COMPUTER in the Altiris Deployment Express 6.5 console?

Bearing in mind that at the moment, there is no OS on the server. Only a DRAC card with an IP address.

So if I can boot from the DRAC and then allow the Reboot Boot Image to start.. but first Altiris needs to know about the server?

Here is what you do in the console:
Enable BIS from thePXE Configuration Utility, and then Install BIS Certificates to any computer or group of computersfrom the Deployment Console

I am not sure that you read this procedure yet, but it is helpful to this this guide (starting from section3):

Hi...

This morning I am trying to open the PXE Configuration Utility, but the follow error displays:
"pxeConfig - Altiris PXE Services are not installed properly"

Any ideas?

My bad...PXE Manger Service was stopped, now started and I have access to all TABS?

However, not sure where to go from here.  I am seeing  Boot Menu, BIS and MAC Filtering tabs...

This is the best tutorial and reference for you to practise Altiris. You need to have IT and a little programming background to deploy a slipstream image. However, for standard image, it should be very straight forward.
