Outlook Drop down list in toolbar that allows users to set "Categories" classification on an email

We need to add a drop down list to the toolbar in outlook that sets the "Categories" value for an email. The drop down list should display the known categories (that are typically found under the Categories section under email options). The users need to be able to set the category of an email ad-hoc without clicking into sub-menus.
