Outlook Drop down list in toolbar that allows users to set "Categories" classification on an email

We need to add a drop down list to the toolbar in outlook that sets the "Categories" value for an email. The drop down list should display the known categories (that are typically found under the Categories section under email options). The users need to be able to set the category of an email ad-hoc without clicking into sub-menus.

Hi - I've looked at this, and it seems that the Category functions the way you've described (under Options).  

I couldn't find a way to change that base functionality, or find an add-in that changed how the category gets assigned via a drop-down menu or any other method.  

I will keep looking, but, unfortunately, my answer would be that it is what it is.
