If, for example, you have a inside host at 192.168.1.10 and you want to translate it to the outside with address 1.1.1.1, then here's how to do what you want:

static (inside,outside) 192.168.1.10 1.1.1.1 netmask 255.255.255.255
access-list acl_outside_in permit tcp any host 1.1.1.1 eq <whatever_tcp_port>
access-list acl_outside_in permit udp any host 1.1.1.1 eq <whatever_udp_port>
access-list acl_outside_in in interface outside

Without more specific info, this is in general how you would do it.  If you need more specificity, please give more info.
