Slow Response When Switching Between Apps on Published Desktop

We are using Citrix Metraframe XP on a Windows 2000 Server SP4 and intermittently every once in a while it seems that the when the users are trying to switch in between windows they may have to wait up to 30-45 seconds before the screen will paint. Bandwidth doesn't seem to be an issue. All the users are remote and have different ISPs. Some have better bandwidth packages but all seem to have the same issue. The screen refresh seems to be fine until they switch between certain windows.

FYI there is no bandwitch congestion that we can find between the remote users and our location.

How many concurrent users are on the Server?
How much RAM on the server and how much in use during the problem time?
What is the CPU utilization during the problem time?
Could the server be swapping?

I found the problem. It was outlined in this article which is:

ICA sessions running Microsoft Office XP applications can randomly become unresponsive for extended periods of time, in certain circumstances as much as 15 minutes or longer. This was specifically observed when running Microsoft Outlook, Excel, and Word.
