I would like to notify users of power outages and general info regarding the site and new/updated changes but, I would like this info sent As Administrator w/out my info and signature block. I have a Admin mailbox setup already however, I have not been able to send as Admin successfully yet.

When I add my name to the Windows NT Accounts with permission and select the Send As from the Roles drop down menu- I am still unable to send as Admin, I receive the Originator does not have permissions to submit message error.

The Admin mailbox is hidden from the GAL and the Primary windows NT account is the Administrator. In the permissions tab of the Admin account, my account has the send as, mailbox owner and modify user attributes rights checked, same as the Admin account.
Thanks for the assistance thus far.
Here is the NDR- The originator does not have permission to submit message
