Cant publish email Certificate to company GAL

I have 2 users who are unable to publish their email certificate public key to the company GAL, it gives this error.

Microsoft office outlook was unable to publish your certificate the server may be offline or your certificate maybe invalid

can anyone help me please.

We are in an exchange 2003 environment and the users here all use outlook 2003.

If the Certificate has been imported onto their machine (most likely it is) then try the following steps:

In IE at the user's workstation:

Tools/Internet Options/Content Tab/Certificates

On the list of certificates, choose the one that has all (if more than one). If none has all in the intended purposes box at the bottom, then you may need to do this until you find the right one.

Select that certificate, click Export. Click Next, choose "No, do not export..." then Next again.
Choose Base-64 encoded X.509 and then Next. Give it a filename, Next and finished.

Email/ftp/whatever means to move the key to where you can access it.

Go into Users and Computers, Make sure Advanced Features are selected under the View menu, find the user and bring up their properties. Go to the Published Certificates Tab, and click add from file. Choose the file and continue on until finished.

have the user restart Outlook and test it (not always necessary)
