Where to download Windows Installer 4.0

I am experiementing with Vista.  It is a factory fresh install on a notebook.  I removed all 2007 MS stuff and installed Office 2003 Pro instead.  After a few days. I trid to apply update patches via WSUS.  The updates did not work.  Now I realized that I have lost Windows Installer on the notebook.  I don't seem to be able to locate Windows Installer 4.0 to recover my problem.  Whenever I try to send a message in Outlook, it will start Windows Installer and fails.  The notebook is not in "working" condition.  Can someone help?  Thanks.

In a nutshell:
"There is no redistributable that installs Windows Installer 4.0. This version of the Windows Installer ships with Windows Vista."

Surely there is a way to re-install the installer, but I couldn't find one.

Do you have a Restore Point prior to Installer corruption?  If so, you can use System Restore to attempt recovery.

Thanks.  I should have thought about restore.  I also stoped WSUS just in case.  Thanks again
