unlocking layers

Im running CS and want to unlock a layer can I do this?

click the lock icon in the layers pallete.  if it is an image with only one layer, duplicate the layer and it will be unlocked...

Doh I tried that and it never worked but then it did this time I must have done the obvious wrong !!!
