Problem with paning

We are having trouble with the paning, the pane area is 947x568 with 16 boxes but the top left box has something wrong with it, how to make it just act as any other box?  I have the file which I can send to you if that would help.

No one seems to know about this (including me).. but having looked it up it's probably something to do with how you added the pane.
Have a read through this to see if it tells you anything about the problem..
