Two Outlook windows

I have a user who opens MS Outlook and gets two windows. The first window is the Outlook Today screen. The second screen is the users Inbox. What would cause Outlook to do this?

If the folder is a mailbox, personal, or shared MAPI folder, and you have the folder open in another window when you quit Outlook, then Outlook will automatically reopen that folder in a new window the next time you start Outlook.

So, the user has Outlook Today set as default, but at some point right-clicked on Inbox and hit "Open in new window"

Then that user closed Outlook first and left the inbox open. Now Outlook open both at each start.
