Windows\Installer Folder -- Removing Files

What would be the downsides to removing the files in the "\Windows\Installer" folder?

The answer to this question is often "download and run Windows Installer CleanUp Utility". I did this on 2 different machines and I had twice the same issue: some of the links in the menus did not work any more (although the linked programs were still there). So I advise NOT to use this utility.
