VS 2003 MSI Installer Problem - detectnewerinstalledversion

I have a Web Application that I would like to be able to install into two different virtual directories on the same Web Server.

I set detectnewerinstalledversion = False in the Setup project but when I try to run the installer again I get the error about detecting a previous version.

FYI - I have remove previous version set to 'false'.

Everything works fine if I change the Setup version number - but then I have to recompile the whole application which takes a while.

Any help here?

Im sure there is a different way of doing it, but I normally create a new project, copy all the files I want over, and then from the solution explorer, I select add a existing item. For a 100+ page web application like mine, it normally takes about 5 minutes of work. This works for me. But if there is a easier way, I'd also love to hear about it.
