How can you restrict who can make amendments to a distribution list in Exchange 2003 running on Windows 2003

by default the owner can make changes to a DL. there is an option called "Manage By" the name listed in that box can make changes to the DL. Another option would be to access the security tab and assign permissions to other users. permissions like "add members" and "remove members"
