Slow internet or slow pc ?

How do i know if a IE is slow if it is the pc or their internet connection ?
I disenfected a customers pc's, they ere loaded with trojans , spyware ..ect
the pc booted up fast, connected to the internet in the blink of an eye. Now today they say it takes 5 min to get to the internet. Both of their PC's are like this. I am thinking more like it is so,ething that they both have in commom like a router ot dsl modem, although i need to peove this for them. I had them reset their router and modem.  Can i use tracert or something like that to figure out if it is the internet or the pc ?

websuperman:  Yeah I was thinking of doing that with my notebook.  These ppl are a pain. They are not helpfull at all.  I am sure they know what it is that is wrong. LOL they also have a usb 3 in 1 printer that they share. They have kicked a hole in the wall and ran a usb cable from the one pc to the printer, so when they want to print they just switch the cable at the back of the printer. What has happened was one of the cables was short and over time broke the center plastic on the printer usb port so the cable is real lose. They asked me to take a look at it . I uninstalled / reinstalled the drivers on the one pc that they said did not print after they told me the other pc will print.  Then I found out what there meaning of printing is. They send the document to the printer, then unplu and plug the usb cable in 5 - 10 till it prints. I told them they need a new printer and they freaked out big time,,, sorry kind of digressed.
Sounds like they need a usb print server to go with their new printer so they can share it on the network.  If you are billing them for your time, you should point out to them what they will save by spending a little extra up front as opposed to being ridiculously cheap up front and then paying you to come out and rig stuff up again.  Then if you convince them that goes well, if you need more billable hours you can offer ways to improve their setup and some proactive solutions.

(Also, with the slow internet thing, make sure one of them isn't running a bit torrent client or limewire)
