failed to grant permission for  on exchange 2003 server

Hi,
I want to delegation control of exchange full admin to one of domian admin in Exchange 2003. But it gave me error message.
"failed to grant permission for  on exchange 2003 server"

Domain Admins usually have full control anyway.
Are you trying to grant the permission to a group or a user?

I tried to login as domian administrator and then I can delegation control of exchange full admin to one of domian admin. I don't know why the other domain admin cannot delegation control of exchange full admin.
