restricting users on exchange in SBS

I have a new install of SBS 2003 going in for a client that currently has a very dated peer to peer network.  they have 11 users total.  for 6 of those users, they want to use the POP connector to download email from an outide mail host.  I'm fine up to this point.  

The client then wants to restrict the ability of the other 5 users to send email outside the domain.  they still want these 5 to be able to send to local addresses.  I'm not experienced enough with exchange to know how to do this, and I've been beating my head trying to figure it out.  any help would be appreciated.

It allows you specify a list of people who can send email through an SMTP connector.  So users in the Reject section will be allowed send internal email, but if they try to send an email externally it will try to go through the SMTP connector and get rejected.
