ok, here is the deal.

we are a data center and host an exchange server at our main location, this exchange host many e-mails account for many domains

right now if they are not on the same domain as the e-mail server they pop3 into the server

we would like to set them up to use the exchange server to its fullest and be able to use all the features

what is the best way to go about doing this?

That's quite a big topic but here are some links to check out on the subject

http://www.microsoft.com/exchange/services/default.mspx
http://www.msexchange.org/tutorials/Shared_Hosting_Exchange_2003_Part1.html

Then there are a load of threads on here about it if you search for "hosted exchange setup".

Bare in mind the extra bandwidth and administrative effort this is going to require on your part.  POP3 is a lot lighter then synchronising complete mailboxes, and it tends to produce a lot less administrative effort.  Having said that proper hosted Exchange seems to be "where it's at/going" at the moment so if you can get enough profit from it to make it viable it would be worth a try!
