My company has Cisco 1841 router for frame relay to connect Head office and ADSL connection for internet access. Can any suggest me policy based routing to allow all web traffic throught ADSL and Corporate traffic through Frame relay.

Typically you will not need PBR for this.  The routing / NAT will take care of it...  Connections to head office would be nat inside, and interface to internet would be nat outside.  The routes on the router would specify what subnets go towards the head office, and the default route on the router would send all else to the internet.
