To clarify, you have BIDS installed on the same machine as the target Report Server and are deploying from that machine to that machine?

I haven't tried to do that, and I don't have a report server available that has BIDS installed to try it, but I have noticed that there can be apparently valid URLs that don't work when connecing to RS web services. I had problems trying to use a fully-qualified domain name in the URL, and had to use the machine name instead. This is just a guess, but you might try using the machine name instead of localhost in the target URL.
