How can a winform table layout panel be constructed with mutiple columns on the top row and one single column on the bottom row?

You can nest TableLayoutPanels...

So make a TableLayoutPanel with just ONE column and TWO rows.
Now place another TableLayoutPanel in the FIRST row of your original TableLayoutPanel.
Next adjust the number of Columns in the embedded TableLayoutPanel.
