Help needed to give my photo a more illustrative effect

Hi Guys.  Want to know how I can give my rizla image a more illustration effect.  See image below http://www.exploitation.org.uk/LiveMusic/images/rizla.png

I want to get it to look the same feel has the following image I have seen while brwsing the web.  

http://www.exploitation.org.uk/LiveMusic/images/logo_new.png

As you will see the white is more of an illustration.  How can I do this in illustrator.

Illustrator and photoshop have a lot of nice filters too. You can apply those, and then do a live image trace to convert it to vector art after you come up with the effect you want.
