Using dropdown menu with a flash file

I am working on a site, http://www.cityofalgona.com/Algona1/news.asp, on which I have installed drop-down menus.  I created the drop-down menus using Dreamweaver MX.  The problem is that I want to put a flash file on the same page that shows rotating pictures.  The drop-down menu drops down BEHIND the flash file.  I have checked other troubleshooting sites and they all say that there is nothing you can do about this.  I find that hard to believe.  Can anyone help me?

I really do not know if it can be done or not.  However if it is to be done, you'll need to assign a low z-index to the flash object and a higher z-index to your menus.

If there is any chance of this working, you will need to have valid HTML and CSS in place first.

So, I'd fix the HTML and CSS before worrying about the flash movie.

After that is corrected, then you have a chance of applying z-index to the elements in question, assigning a higher number to the objects which should overlap lower numbered items.
