Using dropdown menu with a flash file

I am working on a site, http://www.cityofalgona.com/Algona1/news.asp, on which I have installed drop-down menus.  I created the drop-down menus using Dreamweaver MX.  The problem is that I want to put a flash file on the same page that shows rotating pictures.  The drop-down menu drops down BEHIND the flash file.  I have checked other troubleshooting sites and they all say that there is nothing you can do about this.  I find that hard to believe.  Can anyone help me?

I really do not know if it can be done or not.  However if it is to be done, you'll need to assign a low z-index to the flash object and a higher z-index to your menus.

If there is any chance of this working, you will need to have valid HTML and CSS in place first.

http://validator.w3.org/check?verbose=1&uri=http%3A%2F%2Fwww.cityofalgona.com%2FAlgona1%2Findex.asp
http://jigsaw.w3.org/css-validator/validator?profile=css2&warning=2&uri=http%3A%2F%2Fwww.cityofalgona.com%2FAlgona1%2Findex.asp

As it is a government site, you need to be in compliance with accessibility guidelines:

http://validator.w3.org/check?verbose=1&uri=http%3A%2F%2Fwww.cityofalgona.com%2FAlgona1%2Findex.asp

So, I'd fix the HTML and CSS before worrying about the flash movie.

After that is corrected, then you have a chance of applying z-index to the elements in question, assigning a higher number to the objects which should overlap lower numbered items.
