I am looking for solutions or models to improve performance and host the material without bogging down my network.

If you're trying to deploy lots of vrey large files the thers's not much available to you in that environment.  do the math, the T-1 provides you with a maximum throughput of 1.544Mbs the average DSL has a 1.5mbs download capability,  taking into account some level of overhaed one user can saturate the link for the length of time it takes to download.  if a video file is just 30MB it will take over 6 minutes to download the file for one user totally dedicated.  If you don't want to upgrade the T-1 to something like a T-3 or an OC-1 then the only reasonable option is to pay a service to host it for you, you could use a non-dedicated server to provide the content management but utilize the high-spped network to deliver the content.
