Sendmail with permission denied errors

Running Sendmail 8.13 with something called Scalix as the graphical front end, if you will.

Anyway, when I
tail -f /var/log/maillog

I get this:

Apr  2 15:18:18 qmail sendmail[7742]: NOQUEUE: SYSERR(root): can not chdir(/var/spool/clientmqueue/): Permission denied

So we are not getting any mail right now.

Trying to restart sendmail gives me this:

Shutting down sendmail:                                    [  OK  ]
Shutting down sm-client:                                   [FAILED]
Starting sendmail:                                         [  OK  ]
Starting sm-client: can not chdir(/var/spool/clientmqueue/): Permission denied
Program mode requires special privileges, e.g., root or TrustedUser.
                                                           [FAILED]

Please help!!!

from a console run:

ls -l /usr/sbin/sendmail

what are the user and group ids for the file

next run ls -l /var/spool
