What program or device is available to block all website access, except for a white list? The white list may be as large as 150 sites. There may be up to 30 networked users. In other words, the company doesn't want their employees on any other website, except for the websites that have been approved by management.

If you're looking for something to install on individual PC's, then the following is a free option for Internet Explorer:

 http://ieurllock.sourceforge.net/

It works very well in the limited testing I did.

If you're looking for something more central then look into proxy servers.
