1) You should be using the Server that is the Admin server for that user or ID.

2) You should be recertifying it via the Lotus Admin client Locally.

If you are doing this for a user, the ID should not be in use, the same for a server. You need to do it on a copy that is not in use while it is being certified.

I hope this helps !

It would seem that the certifier ID that you are using is not in your domino directory.   Check the public directory under certifiers, and make sure the one that you are using is listed.  If it is not, either use one that is listed, or you need to add the certifier ID, and paste the public key for that ID into the new entry.

If you don't grab the right, current certifier, you will get this error.

ok. i didnt get a chance to try either solution. the problem s worse now. when a user tries to connect he gets the error: "Entry not found in index". and when i check the server events i see the following:
username/department/Gov from host 10.1.1.100 failed to authenticate: Your public key was not found in the name and address book.
Error locating a Domino Directory entry for certifier /OU=deprartment/O=Gov: Entry not found in index

this means than nobody can use lotus right know. any ideas

>>Error locating a Domino Directory entry for certifier /OU=deprartment/O=Gov: Entry not found in index<<

Again, the certifier is not listed in your public address book.  It must be there.  So you either have to create the entry in the public address book,  or create a new certifier ID for: /OU=department/O=Gov, and then recertify all the users who use that OU.

You should have a cert.id sitting on the server in the Notes\data directory,

Could you verify that the certifier /OU=department/O=Gov is not listed in any address book?

ok marilyng. i'm not that into lotus yet. how exactly do i verify that the certifier is not listed in any address book and how do i create the entry in the address book. because even the administrator can't connect to the server. of course if there were a way it would mean a lot. and suppose this doesn't help and i have to create a new certifier id and recertify the users from that OU. what happens to their data?
