Use the following page-Enter and Page-Exit metatags
 <meta http-equiv="Page-Enter" content="revealTrans(Duration=1.0,Transition=2)">
 <meta http-equiv="Page-Exit" content="progid:DXImageTransform.Microsoft.Pixelate(duration=3)">

You can change Content to any filter that you like

Page transition works when we are changing from one page to another. If you are adding a page enter transition and opening that page directly then there is no page changing.

Try this
  Use Page-Enter transition on say page1.html, Open any other page say page2.html and change url to page1.html. You can see Page-Enter transition. Is it working?
