Sending mail from exchange 2003 enterprise, to unknown. Send basic email as in hello how are you they recive it. Send an attatchment like a word doc and get response back stating "5.7.1 smtp;550 5.7.1 Requested action not taken: message refused" with my mail server domain included. I wear a lot of hats...

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

The message means what it says - the message was rejected. The fact that your server is in the NDR means that the message was rejected before or during delivery, not afterwards.  As long as you not running anything local on your server, the most you can probably do at this time is enable SMTP logging and see if there is an actual attempt to connect to the remote server. If there is, then the message is being blocked by the other end.
