Send an attatchment like a word doc and get response back stating "5.7.1 smtp;550 5.7.1 Requested action not taken: message refused" with my mail server domain included. If reply to a message from the send (such as reply from hiello how are you ) to doamin and attach doc it is received? Any thoughts?

The message means what it says - the message was rejected. The fact that your server is in the NDR means that the message was rejected before or during delivery, not afterwards.  As long as you not running anything local on your server, the most you can probably do at this time is enable SMTP logging and see if there is an actual attempt to connect to the remote server. If there is, then the message is being blocked by the other end.
