POP3 time zone problems

I have windows 2000 server and 2000 exchange in my network.
The problem is that users located offsite and using pop3 have been complaining that emails that they received are stamped with one hour forward than what the time really is. We are located Eastern zone and these users are on Central Zone. ( they said that email said to be received at 2pm when it's 1pm...this is an example)

Locally we don't have that problem.. Can someone please let me know some information that will help me resolve this issue....I really appreciate it.....

I know it's because of the early time zone changed that occurred last month. Also I changed the time manually to all of my servers and workstations. ( I haven't bough the patch from microsoft yet)

More than likely they have not applied the Daylight Savings Time patches to their own system -- or you haven't applied the proper patches to your servers.

The time stamped on an email message is Universal Time -- which means that it will be adjusted to the correct local time based on the time zone defined on their computer or in their email client settings.  However, with the recent Daylight Savings Time changes, the time zones may not be correctly configured without patching.
