Administrator Account Locked out

We have windows 2000 server which is not in Active Directory, I logged on to the server at the console with administrator account, then another administrator tried to log on to the same server with administrator account, after few trials he got locked out, so since I was already at the console I managed to unlock him.

My question is if I wasn't  already at the console, how  am I going to unlock the administrator account?

Best way is to have a backup Admin account.
You can also set the timer before the account lockout is reset so that you only have to wait a bit before it's unlocked again...
