It possible to crop (reframe to reduce size) a jpg picture in MS Paint? Please advise how. Thanks.

yep drop your jpeg into paint then go to  Image at the top and resize
alternative and even easier I use a small tool windowsxp image resizer install it and now any image r/click it and resize comes in handy when emailing jpeg etc.
