Try to upgrade the MS Installer service using that link.......

What version do you have?

It will show in Add/Remove apps>click on show updates(?)> and it will simply say Windows Installer and a version....

Hi,
This can be caused by multiple problems.

You may have a look on this MS article. It is related to Office Installation but is based on MSI technology, so it can respond to your issue: http://support.microsoft.com/kb/236053
