Connection limit based on User/IP combination

I want to be able to limit the web connection based on user id/ip address. So for example, User John can only connect from IP x.x.x.x
How do I do that?

I'm not sure about combining that with ip address, but you can use the Access Suite Console to limit access based on internal/external connections
