For this to function you would need an API from the manufacturer of the pen pad enabled for a web application, specifically with a PHP interface.  This is highly unlikely for many reasons.  It would either have to be an ActiveX or Java Applet to be downloaded to the browser.  This shouldn't be a problem in an Intranet environment, but it would make it unlikely that the manufacturer would bother writing a API.
