HP 1320 Laserjet not printing correctly after upgrading Mac OSX

Hello I had a HP 1320 laserjet hooked up to a mac running 10.2.8.  I recently upgraded to Mac OS 10.4.9.  It worked fine before but since the upgrade images wont print correctly.  Instead of printing the image it will just spit out a bunch of letters and number and use up all the paper in the printer.  I tried printing these same images to another printer and had no problem at all.  I suspect that it is a driver issue since upgrading.  I have the driver disk and also went onto HP's website to download the latest drivers.  This still did not fix the problem.

"Apple and HP have been modifying printing applications and services since Mac OS X 10.4.7. My HP LaserJet 6mp was fine under previous systems and has experienced intermittent driver failure since I updated. Mac OS X 10.4.9. was by far the worst where the
/Library/ was vastly changed with /Printers/hp/* (here a number of files for driving Hewlett-Packard printers are modified) and the printer was not recognized.
What I had to do to get my HP functioning was:

Re-install the latest version of CUPS (Common Unix Printing System). It seems the combo update installation corrupted CUPS during the Mac OS X update process.

The current known stable build of CUPS is version 1.3.1. You may need to restart after installation.

Delete all existing printers in print/fax preferences, then re-add printers and Reset printing system.

If CUPS re-installation is unsuccessful, open Printer Setup Utility, located in Applications/Utilities and look at the "Printer List" Highlight and delete all entries. Alternatively, go to the "Printer Setup Utility" menu at the top of the screen and select "Reset Printing System". After all entries are deleted, click the "Add" button and re-add your printer(s).

Failing the above fixes, you may want to try the utility Printer Setup Repair (latest version is 5.0.1). This is a very powerful application and will delete virtually any printer PPD in your computer. "

Where can I get 1.3.1 version of CUPS for mac? 1.2.10 is the latest dmg file I see on the homepage.  I read that I would need to compile my own dmg for 1.3.1?  How would I go about this?
What version have you installed already? 1.2.10 should work unless Tiger uses a later version.
I followed all these steps.  1.2.10 did not work for me.  I tried using printer setup repair, it says the CUPS version may not be compatible with this version of macOSX.  I think that the newest version 1.3.1 is the solution.  
"Louis Hecht recommends installing the latest CUPS build on top of 10.4.9. It isn't quite as easy as that for us simpler folks. The latest .dmg (precompiled binary for Mac OS X) available is 1.2.10. For 1.3 you must compile your own. "  This is from your first link.  Do you know how to compile the new 1.3?
I should also mention that now when I try to add or delete a printer I get the following error.

an error occured while trying to (add/delete) printer.

server-error-service-unavailable

Both these forums report that this can be fixed with the upgrade and *current* release version of CUPS, neither suggest needing to compile the test version.

Ok.  I checked out the links, seems like the problem I am running into.  I can't add or delete printers.
Also when I run the Printer Setup Repair, I stop CUPS, then I try to "reset the printing system" and it says CUPS cannot be stopped.
I am able to add printers again.  I added an epson color printer and can print to it.  I still can't print to the hp 1320.    When I send a job to it it gives me and error saying:

"no %%Bounding Box: comment in header"
another error I get while trying to print to the hp 1320 is
could not start
/usr/libexec/cups/backend/usb

I tried this and it is still giving me the same error.
I reinstalled mac OS 10.4.9 from scratch.  Got my updates and set the printer up again with the newest drivers and tried again.  Back to the orginal problem.  It will print but just a bunch of text.  Can't print JPG's or Tiff's from Photoshop but can print from default picture viewer in Mac.
Another approach.

Try removing HP's Toolbox:

Then restart and see what Printer Setup Repair says.
Ok, I decided to try The newer version of CUPS again and then I installed ghostscript and foomatic and tried it again and it worked.  I also deleted all the printers and re added them.  And I needed to restart to make it work.  Anyways, after reinstall Mac OSX and reinstalling all of this software from scratch I was able to get the printer working.  Thankyou very much!
Thanks!  To be honest, for once I'm nearly as relieved as you that this is solved!  
The secret seems to be to start with the blank canvas of the upgrade.
