Can Modem/Router Dial Out if PC off.

i have a customer who has a PC connected to a Netgear Wireless modem/router via Ethernet. No problem with connection to AOL. Recently he went away for a few days and turned the PC OFF. When he recieved his phone bill there were numerous charges for 12 second calls to an 0870 phone number. I repeat the PC is not on but his Netgear was. Is there anyway that it can try and connect to an ISP number or any other number without PC commands.

Seems unlikely, but what's the model of the Netgear? What country are you located in? What's the normal connection process?

A router cannot access a phone line (analogue) you need a modem connected to the telephone line to do that. Does this person also have a wireless telephone? This seems to be the more likely source of the phone calls. Have him change the codes on the telephone (never leave them at factory defaults) as a neighbor could have a similar/identical phone and they dialed the number themselves
